The Government of Rajasthan has instituted the "Dr. Bhimrao Ambedkar Rajasthan Dalit, Adivasi Udyam Protsahan Yojana-2022" to foster entrepreneurship among the Scheduled Castes (SC) and Scheduled Tribes (ST) communities. Key Objectives

  • Economic Empowerment: Facilitate self-employment opportunities for SC/ST individuals by providing financial assistance and incentives to establish and expand business ventures.
  • Industrial Inclusion: Increase the representation of SC/ST entrepreneurs in the industrial sector, ensuring equitable growth and participation.

Salient Features of the Scheme:

  • Interest Subsidy:
    • Loans up to ₹25 lakh: Eligible for a 9% interest subsidy.
    • Loans up to ₹5 crore: Eligible for a 7% interest subsidy.
  • Margin Money Grant:
    • Provision of up to 25% of the project cost, capped at ₹25 lakh, to reduce the initial financial burden on entrepreneurs.
  • Project Cost Limits:
    • Manufacturing Units: Maximum project cost of ₹10 crore.
    • Service Units: Maximum project cost of ₹5 crore.
    • Trade Units: Maximum project cost of ₹1 crore.
  • Additional Incentives:
    • 100% reimbursement of State Goods and Services Tax (SGST) for a period of 7 years.
    • Full exemption from land conversion charges.
    • Reserved allocation of industrial land, with plot sizes increased from 2,000 to 4,000 square meters.
    • An extra 1% interest subsidy under the Chief Minister's Small Industries Promotion Scheme.
    • Capital grant of up to 15% of the project cost, with a maximum limit of ₹2 crore.
    • 100% exemption from stamp duty on land purchase, lease agreements, and loan documentation.

Eligibility Criteria

  • Residency: Applicant must be a permanent resident of Rajasthan.
  • Age: Minimum age requirement is 18 years.
  • Community: Must belong to the Scheduled Caste or Scheduled Tribe category.
  • Employment Status: Should not be employed in any government service.
  • Ownership: Applicant must hold at least a 51% stake in the proposed enterprise.
  • Financial Standing: Should not be a defaulter with any bank or financial institution.
  • Mental Health: Must be mentally sound and not declared insolvent.

Application Process

  • Prospective applicants can submit their applications through the Rajasthan Single Sign-On (SSO) portal. Alternatively, applications can be processed via the nearest e-Mitra center or the District Industries Center (DIC).

Operational Framework

  • The state government has earmarked a budget of ₹100 crore for this scheme. In collaboration with the Confederation of Indian Industry (CII) and the Dalit Indian Chamber of Commerce and Industry (DICCI), incubation and training centers will be established to provide practical training and support to aspiring entrepreneurs. Additionally, the Rajasthan State Industrial Development and Investment Corporation (RIICO) and the Rajasthan Venture Capital Fund (RVCF) will offer a 10% equity partnership, up to ₹25 lakh per unit, to bolster investment capabilities.
